Job Description:

This position is for the major capital improvement projects included in the B&P Tunnel Replacement Program – new Frederick Douglass Tunnel (FDT), that will modernize and transform a ten-mile section of the Northeast Corridor. The Program includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. B&P Package A Tunnels scope includes 2ea approximately 2-mile-long tunnels to be constructed via TBM, and other major civil work at the approaches and ventilation shafts. The Senior Project Controls Manager is responsible for developing, using, and improving existing enterprise tools, systems, and work processes to drive effective management control and reporting on cost, schedule, risk, estimating, and progress measurement for Amtrak’s B&P Tunnel package.

Job Responsibility:

  • Lead and manage estimating for the tunnels package
  • Build strategy and tools for internal estimating and estimating comparison
  • Lead quantity and estimating comparisons and reconciliation
  • Support GMP negotiations with the CMAR
  • Assure compliance with department cost estimating, cost management, schedule management, risk management, and change management procedures and guidelines
  • Maintain a weekly updated project schedule to identify critical path
  • Track potential changes, ensuring estimates of cost and schedule changes are given visibility
  • Integrate cost and schedule data as well as information for vendors and external entities
  • Develop and/or maintain reporting mechanisms, dashboards and presentations about project performance indicators
  • Drive evaluation and impact assessment of identified project risks
  • Supervise maintenance of risk register, control tools and workflows
  • Support Executive status review meetings, Governance and Change Control Boards
  • Manage Controls data via EPPM, SharePoint or any other approved EPMO systems and tools
  • Adhere to Amtrak Enterprise Project Management methodology
  • Perform change management duties as needed
  • May manage consulting contracts and task orders related to estimating, scheduling, cost, and risk management

Requirements:

  • Bachelor’s degree in engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field
  • Minimum of nine (9) years of related experience
  • Heavy civil estimating experience
  • Skilled in common software tools used in project cost estimating (e.g., Hard Dollar (In Eight), RS Means)
  • Experience with the CMAR (Construction Manager at Risk) and/or Progressive Design Build contracting types
  • Experience with supporting GMP negotiation
  • Strong project management skills
  • Strong focus on collaboration, team building, and customer service
  • Effectiveness working diplomatically across teams with varying objectives
  • Strong oral and written communication skills across all levels
  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information
  • Mastery of project controls tools and work processes

Nice to have:

  • Understanding of tunneling or heavy civil project functions, operations, and design and construction processes
  • Understanding of railroad business functions, operations, and design and construction processes
  • Previous railroad, heavy civil and tunnel projects in the design and/or construction phases
  • Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project
  • PMI-SP, PMI-RMP, CCP or PSP certification
  • Super-user of SharePoint, MSPS, Power BI/Access and Primavera/oracle PPM tools

  • Collaborate with the T5 Commissioning Lead on commissioning and integrated testing efforts that will verify system performance prior to handoff
  • Deliver constructability input on electrical and mechanical designs for the assigned campus to ensure cost effective, buildable solutions
  • Contribute to initiatives that improve construction processes, safety practices, and overall efficiency across T5’s growing data center portfolio
