The Senior Program Manager directs the overall management of the program management technical and/or non-technical staff function through subordinate managers. This is the top-level manager in this function responsible for productivity, expense levels and asset management. The Senior Program Manager rarely becomes involved in day-to-day operational activities; is more concerned that overall budgets, schedules, and performance standards are realistically set and attained. Has the primary responsibility for program growth, may be responsible for follow-on business acquisition. The Senior Program Manager will report to the Director of Programs. Frequently involved in several complex projects simultaneously, and the management of multiple project support personnel, Project Managers and Project Coordinators.
Job Responsibility:
Oversees the development and submission of cost estimates for highly complex and high-risk projects
Responsible for the operational success and management of multi-functional project teams supporting complex to high complex projects
Responsible for all factors of this business unit
Adheres to company policies and procedures in preparing, collecting, recording, and maintaining project data
Prepare professional correspondence to vendors, and customers as required
Perform inventory control activities by coordinating with Property Department
Supports team leadership in accomplishing their duties and responsibilities
Ability to maintain calendar and schedule appointments and/or conference rooms
Set-up and clean-up for events and meetings
Responsible for general administrative duties, such as: filing, scanning, photocopying, typing, and data entry
Prepares meeting minutes for projects and track action items
Assist Project Manager with data queries, input data into project databases, and track outputs of required data
Ability to research parts/quotes/COTS items from simple to moderately complex BOM
Track issued purchase orders and due dates for all materials or services purchased and report delivery date issues to the Project Manager
Prepare internal project status reports for Project Manager or higher management
Prepare sole source justification documents and obtain Program manager’s approval
Assist Project Manager in compiling cost reports, schedule activities, and technical reporting CDRLS
Assist Project Manager in developing estimates to complete on cost and schedule activities
Assist Project Manager in identifying internal/external resource requirements
Assist Project Manager in BOE solicitation and compiling data from requested sources
Assist Project Manager in proposal development
Compiles cost reports, schedule activities, and technical reporting CDRLS
Develops estimates to complete cost and schedule activities
Solicit basis of estimates and compiling data from requested sources
Ability to coordinate effort in developing proposals for government contracts
Ability to lay out project schedules and create work flows in order to complete complex tasks
Coordinate and chair integrated product team meetings, as necessary
Prepare professional correspondence to USG and can interface with customer
Ability to act on behalf of the Project Manager in their absence
Prepares reports for upper management regarding status of projects
Facilitates and coordinates IPTs for project planning and execution
Interface with the government coordinator and customer on a daily basis

Reviews, writes and processes TDEP/TORFPs
Includes budgetary responsibilities: update, reallocate, and prioritize based upon budget requirements for the fiscal year
control internal budget, as well as other expenditures
Direct and coordinate activities of businesses development including but not limited to pursuit, order, capture (POC) activities, as well as proposal, award, and management phases of new business
Review financial reports, and activity reports, monthly orders forecasting and other performance data to measure productivity and goal achievement and to determine areas needing growth plans
Requirements:
BA/BS degree in a relevant field
18 years of task related work experience
12 years of experience in DoD Acquisitions
14 years of experience in a team leadership role
Must be familiar with AS9100 & AS9110 quality requirements
Formal technical training or on the job training in DoD Acquisitions and manufacturing procurement experience
Ability to pass a drug and background screening
Must be able to obtain a government security clearance
Extremely familiar with TACOM and GVSC personnel and structure
Fully capable of working remote and managing large projects with minimal support
Well versed in reviewing/negotiating contracts
Prior BD and Capture experience
The selected candidate must be located in Michigan and able to work on-site or within the state as required
Nice to have:
Experience in civil or military aircraft operations is a plus
Engineering degree is desired
Former military or civil servant with direct GCS experience is preferred
