Job Description:

The Development Co-operation Directorate (DCD) is looking for a Senior Policy Analyst to lead the workstream on development, peace and security. This workstream updates the OECD multidimensional fragility framework and related data platform, leads the States of fragility flagship report series, as well as the research and outputs related to peace and security. The selected candidate will work under the overall supervision of the Head of the Policies and Networks Division (PAN) and the direct supervision of the Team Lead on Crisis, Conflict and Fragility.

Job Responsibility:

  • Intellectually guide the evolution of the OECD fragility framework, including the measure of fragility and its usability for development, peace and stability purposes
  • Lead the States of Fragility report series, including suggestions of topics/issues to be covered, testing of ideas, selection of any prospective contributors, and administration of the report’s reference group
  • Lead on the production of guidance, handbooks, intellectual work pertaining to development, peace and security areas
  • Ensure the OECD’s and INCAF’s knowledge base on fragility, conflict and violence remains cutting-edge and informed by new research and emerging practice from the field
  • Engage with a wide range of partners on issues of fragility, conflict and violence
  • Develop outreach and promotional materials to effectively disseminate the Team’s work
  • Represent the Team’s work in external forums and presentations
  • Support the creation and dissemination of social media content
  • Carry out other tasks required to enable the Crisis, Conflict and fragility team to deliver on its overall objectives
  • Contribute to joint projects and activities of other teams
  • Contribute to mobilising additional sources of financing to deliver the work programme

Requirements:

  • An advanced university degree in economics, development economics, political science, international relations, statistics or other relevant discipline
  • At least five years of professional experience working on development co-operation in national governments, international organisations, think tanks or NGOs, related to conflict, fragility and security
  • Field experience in a range of high-fragility contexts, in either a co-ordination or programming role would be a strong asset
  • Demonstrated expertise in data management, multidimensional framework review or design, analytics and visualisation
  • Experience in managing databases and datasets would be an asset
  • Proven ability to organise and summarise complex material clearly for both specialised and non specialised audiences
  • Familiarity with economic, social, environmental, security, political and other statistics used in developing country contexts
  • Excellent organisational, communication and, especially, drafting skills in English, with the ability to work collaboratively and creatively in a team
  • Proficiency in the use of standard Microsoft Office suite
  • Familiarity with the OECD’s Creditor Reporting System (CRS) data and other ODA datasets is recommended
  • Proficiency in the use of “R” statistical software and Python or a similar tool, including in the use of dashboards (e.g., R Shiny) would be an asset
  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level
