Job Description:

This is a Contracts and Tender Management function responsible for regional contract lifecycle activities and competitive tender submissions across consumables, equipment, and service portfolios. The team supports commercial operations by managing RFPs, RFQs, RFIs, contract documentation, pricing eligibility, compliance requirements, and contractual terms in alignment with internal procedures, corporate governance, and regulatory obligations.

Job Responsibility:

  • Manage end‑to‑end contract and tender activities including resigns, renewals, competitive tenders, RFPs, RFQs, and RFIs, ensuring compliance with all internal procedures
  • Lead project management for contract resigns and tender submissions, overseeing timelines, approval workflows, WIN methodology, and the Contract Calendar
  • Draft, review, and redline contracts, amendments, templates, rebate structures, and pricing terms while conducting terms and conditions analysis and developing risk mitigation strategies
  • Execute lifecycle management for all agreement types, including capital, consumables, services, leases, rentals, placements, and extensions, ensuring accurate implementation and data integrity
  • Interpret and apply provincial procurement legislation, broader public sector requirements, Quebec Civil Law, and trade agreements such as NWPTA and CFTA
  • Provide analytics, pricing strategy support, contract profitability insights, and monthly reporting to Sales and Marketing
  • Build and maintain relationships with GPOs, SSOs, and Health Authorities (e.g., CAG, GACOQ, GACEQ, SIGMA‑SANTÉ) as the primary contact for contracts and RFPs
  • Support evaluation and improvement of contract technology tools, business intelligence platforms, repository systems, and workflow automation to drive operational efficiency

Requirements:

  • University degree in Business Administration, Contract Management, or a related field
  • 5+ years of experience in contract management, pricing management, and/or RFP/RFQ/RFI management
  • Experience drafting/redlining contract language, reviewing terms and conditions, conducting risk assessments, and applying mitigation strategies
  • Experience with provincial procurement legislation, broader public sector requirements, NWPTA, CFTA, and Quebec procurement/Civil Law
  • Bilingual proficiency in English and French
  • Experience with ERP, BI, and workflow tools such as JD Edwards, Cognos, and contract repository systems
  • advanced Microsoft Office skills
  • Professional certifications such as PMP, CAPM, APMP, or Six Sigma
  • healthcare experience preferred
