We are seeking a highly experienced QSHE Manager to oversee the quality, safety, health, and environmental aspects of our Lead Maintenance Activity (LMA) contract supporting U.S. Navy ships in Singapore. The QSHE Manager will ensure that all work is executed in strict accordance with contract specifications, military standards, and industry best practices to achieve optimal material readiness for fleet assets.
Job Responsibility:
Develop, implement, and maintain a comprehensive QSHE management system that complies with US Navy safety and health requirements, OSHA standards, Singaporean regulations, and ISO 9001
Ensure full compliance with US Navy regulations, host nation laws, and company policies
Conduct internal and external audits to verify compliance with contractual quality assurance requirements, technical specifications, and safety standards
Serve as the primary point of contact for government Quality Assurance representatives, including those from NAVSEA and the local Ship Repair Facility (SRF) Detachment in Singapore
Conduct job site hazard analysis, risk assessments, and environmental impact assessments for all LMA activities
Identify and mitigate potential QSHE risks and hazards associated with ship repair projects
Conduct frequent and regular safety inspections of worksites, materials, and equipment
Participate in and support US Navy audits and inspections
Lead the investigation of all safety incidents, and near misses
Develop and implement corrective action plans to prevent recurrence
Develop and deliver mandatory Safety training programs for all employees, including new hire orientation, specialized training, and ongoing refresher training
Provide training and guidance to quality control personnel and other team members to ensure a consistent understanding and application of quality procedures
Develop, implement, and maintain a comprehensive Quality Management System (QMS) compliant with contract requirements, NAVSEA standards, and ISO 9001
Lead the development, administration, and execution of the contract's Quality Control Plan (QCP) and all associated procedures
Maintain thorough and accurate documentation of all QSHE-related activities, including training records, inspection reports, and incident logs
Prepare and submit all required quality documentation, including inspection reports, quality data input into databases, and final certification reports
Develop and maintain emergency response plans for safety incidents and coordinate with US Navy and local authorities as needed
Serve as the primary liaison for QSHE issues with US Navy personnel, contracting officers, and other stakeholders
Requirements:
Minimum of 6 years of experience in managing, quality, safety and occupational health programs, preferably on US military or DoD contracts
Demonstrated experience managing health and environmental compliance in an international setting, with knowledge of Singaporean regulations preferred
A Bachelor's degree in bachelor's degree in Safety, Industrial Hygiene, or a related field
Knowledge of OSHA, NAVSEA, NAVFAC, and other relevant US Government Safety regulations
Extensive knowledge and hands-on experience with NAVSEA Standard Items, the Joint Fleet Maintenance Manual (JFMM), and other relevant military standards
Excellent communication, facilitation, and interpersonal skills, with the ability to effectively communicate with all levels of the organization and with Navy customers
Proven leadership skills with the ability to influence and guide teams towards safety excellence
Ability to obtain and maintain a US government security clearance
