Job Description:

The Drinking Water System Operator (DWSO) assists the Superintendent and Agency staff by performing mandatory water testing, sampling, and operational support activities. The incumbent demonstrates competency and technical knowledge related to community water systems and ensures compliance with all applicable federal and state regulations. The DWSO is responsible for ensuring safe, potable water distribution while supporting the operation, maintenance, monitoring, and regulatory compliance of the BIA Water System.

Job Responsibility:

  • Ensuring safe, potable water distribution
  • Maintaining compliance with all applicable federal, state, and tribal rules and regulations
  • Performing routine and emergency operations and maintenance tasks
  • Supporting BIA and Northern Idaho Agency (NIA) staff in system oversight and compliance
  • Provide the Contracting Officer (CO) and Contracting Officer’s Representative (COR) with reports of activities and duties performed, including hours worked
  • Coordinate activities with Northern Idaho Agency (NIA) staff
  • Submit site visit reports to BIA within 48 hours after completion of each trip
  • Perform system checks, data collection, sampling, monitoring, and reporting in accordance with federal and state guidelines
  • Conduct water quality sampling and submit required reports
  • Maintain, inspect, and troubleshoot system equipment
  • Perform recordkeeping and regulatory reporting to applicable agencies
  • Be available to assist during emergencies affecting the BIA drinking water system
  • Respond to system failures, contamination events, power outages, and main breaks as required
  • Provide services to upgrade, maintain, or repair the BIA treatment and distribution system on a cost-reimbursable basis
  • Submit receipts for reimbursement of materials purchased

Requirements:

  • Bachelor’s Degree in Engineering, Environmental Science, Water Resources, Public Health, or a related field
  • or equivalent combination of education and professional experience
  • Valid Idaho Drinking Water System Operator License at the appropriate classification level
  • Completion of required continuing education to maintain Drinking Water System Operator certification
  • Minimum of five (5) years of progressively responsible experience in drinking water system operations, maintenance, and regulatory compliance
  • Demonstrated experience operating and maintaining community water systems, including groundwater treatment and distribution systems
  • Proven experience performing water quality sampling, monitoring, and regulatory reporting in compliance with the Safe Drinking Water Act
  • Experience responding to routine and emergency operational issues, including main breaks, power outages, equipment failures, and water quality incidents
  • Experience coordinating with regulatory agencies, tribal, federal, and local stakeholders
  • Experience preparing detailed technical reports, inspection documentation, and compliance records
  • Thorough knowledge of federal and state drinking water regulations (EPA, Idaho DEQ)
  • Proficiency in water quality sampling techniques, laboratory coordination, and data interpretation
  • Strong understanding of groundwater treatment processes, distribution system hydraulics, storage tanks, and pressure zones
  • Ability to operate, monitor, and troubleshoot pumps, valves, meters, and related treatment and distribution equipment
  • Proficiency with SCADA systems, remote monitoring tools, and computerized maintenance or asset management systems
  • Advanced computer skills, including use of email, spreadsheets, word processing, photo documentation, electronic reporting systems, and digital file management
  • Knowledge of OSHA safety requirements, chemical handling, confined space entry, and lockout/tagout procedures
  • Ability to clearly communicate technical information and corrective actions through written reports and verbal briefings
  • Must have Real ID or Passport in order to undergo commercial airfare travel
  • Must have valid driver's license
