The BOSC Construction Supervisor estimates labor, equipment, subcontract, ODC and material costs of construction and engineering based projects on request for proposal (RFP) data submitted by prospective customers. May supervise a small group of less experienced Estimators.
Job Responsibility:
Participates in initial sequencing of construction activities, outlining components such as labor materials and equipment
Analyze specifications, including sketches, blueprints, bills of material, or sample layout to calculate production costs using labor and material pricing schedules and historical data
Collect cost data from functional representatives, subcontractors and vendors
Compute estimates of raw materials or subcontracted work and labor
Prepare and maintain historical cost data
Create cost model for cost estimating elements
Revise estimates when scope of project changes
Assist subject matter experts in BOE development
Work closely with the department leads to ensure the estimates are submitted on time and compliant
Mentors and provides on the job training to less experience estimators
Liaison between the estimating department and other functional area departments to ensure that compliant data is being provided to the estimators
Provide QA/QC support to the estimating process
Review manufacturing parts lists for accuracy and inputs data
Conduct research and gather information such as Technical Manuals and Parts Lists
May prepare final estimate for domestic and international government proposals
Interface with government auditors in support of pre-award and post award proposal price audits
Perform other duties as assigned
Requirements:
Bachelor’s degree from an accredited college in a related discipline
may substitute two (2) additional years of experience in related field for each year of college
Minimum four (4) years construction or government estimation experience is required
Must have considerable construction experience, gained through work in the industry, internships, or cooperative education programs
Thorough knowledge of construction materials, costs, and procedures in areas ranging from heavy construction to electrical work, plumbing systems, or masonry work
Strong understanding of Microsoft Office Suite
Strong interpersonal skills and the ability to interface with various engineering disciplines
Thorough understanding of the proposal process and compliant cost reimbursable estimate submission
Must have the ability to coordinate multiple concurrent tasks
Excellent written and verbal communication skills and the ability to communicate with all levels of management in various departments
